Improper TPRV Drain
In the above photo the Temperature Pressure Relief Valve drain line is not connected.
This was a Water Heater closet opening to the exterior. There was no threshold or weatherstripping at the door to seal the water heater closet interior from the exterior elements.Water lines to and from water heater were not insulated. 
Also, at the exterior termination as seen in the bottom photo the drain line is buried/ blocked and would not function even if it was properly connected at the water heater.
